Action Plan
The SaferCom program is guided by a 10-point action plan with the overarching aim of creating a comprehensive, community-driven security framework that bridges top-down and bottom-up approaches for sustainable peace and development.

To establish clear, coordinated procedures for how communities, security forces, and other stakeholders should respond to security incidents and threats.
To foster inter-community dialogue and collaboration among young people from diverse backgrounds appears to be a priority, in order to build social cohesion.
To bridge the gap between communities and formal security providers like the police, to improve trust and service delivery.
To provide training and support for local authorities and communities to develop and implement comprehensive people centered security strategies.
To leverage technology and data-driven approaches to enhance community-level security monitoring and response.
To support funding for physical security upgrades and assets at the community level.
To create dedicated spaces and networks for community security activities and coordination.
To engage the private sector to support security-enhancing technology and services.
To empower and organize local community members as frontline security actors.
To raise awareness, support the change of mindsets, and strengthen community-police ties.
