Impact Goals
The SAFERCom Program aims to secure a common but differentiated strategy to ensure the safety of communities across Nigeria. A "common but differentiated strategy" in the context of the SAFERCom program refers to an approach that establishes common principles, frameworks and goals for community security across Nigeria, while allowing for differentiation and adaptation to the specific needs and contexts of individual communities.
The common elements include strengthening multi-agency collaboration, supporting governments to align security policies with the SDGs, and reflecting real security needs in local plans and strategies through community security programs. However, the precise mix of interventions and results is grounded in a thorough assessment of what is needed and possible in each context, rather than a one-size-fits-all template. This is to ensure the development of coordinated responses tailored to local realities.
The program recognizes that local communities have existing resources and skills that can be built upon, rather than introducing new and potentially unsustainable elements. It aims to empower citizens to articulate their safety and security needs, and brings them together with police, local authorities and other providers to address them in a collaborative manner.
The SAFERCom program seeks to establish a consistent, rights-based approach to community security that is centered on local participation and ownership. But it allows for flexibility in implementation to ensure relevance and effectiveness in diverse local contexts across Nigeria. The common elements provide a unifying framework, while differentiation allows for tailoring to specific community needs and assets.
